About this opportunity

The solicitation seeks proposals for a stream restoration project involving placement of large woody debris along approximately 10 miles of small streams and 1.25 miles of the Upper Grande Ronde River in Oregon. The soliciting agency is the USDA Forest Service on the LaGrande Ranger District. The contractor will be required to haul and stage logs, branches and trees; rent excavators to place material and trench for willow planting; and haul cut material and install whole trees along the river from April to October 2023. Proposals are due by March 17th and the work must be completed by October 31st, 2023. Evaluation criteria will include the bidder's technical approach, past performance, and price.

This opportunity is set aside for total small businesses. The NAICS code is 115310 for forest nurseries and the PSC code covers conservation-related services. No incumbent or current contractor is identified. The place of performance will be in La Grande, Oregon and the total budget is unspecified. Bidders should have experience performing similar aquatic habitat restoration work involving placement of large woody debris.

Notice text

The LaGrande Stream Restoration Project involves 10 miles of small streams (Battle, Campbell, Peet and Syrup Creeks), .5 mile of Fly Creek, and 1.25 miles of the Upper Grande Ronde River (refer to maps). The project would prioritize LWD placement (channel spanning log jams, whole trees and small wood material) to add roughness, increase floodplain interaction and habitat complexity, and promote out of channel flooding. It is expected that the project will promote longer periods of hydrologic production, decreased stream temperatures, and increased riparian deciduous vegetation.

Note: Questions regarding the solicitation should sent via email to Antoine Boissonniere at antoine.boissonniere@usda.gov no later than 1pm March 17, 2023.
