The Naval Air Systems Command, Lakehurst, NJ intends to negotiate on a non-competitive basis with Globecomm Systems, Inc., for supplies and services required to replace the current Department of Defense (DoD) Ku-band ground station satellite communication systems.
The various Ku-band ground station sites for the DoD were implemented from a classified initiative in congruence with Disaster Recovery and Continuity of Operation Plan, which were formed as a result of identifying vulnerabilities within the DoD communications infrastructure during a crisis. The required Ku-band ground station satellite communications system is designed for interoperability in remote geographical locations and with the ability to re-route the Internet Protocol (IP) traffic depending on application and end-user purpose. In addition, the requested ground station allows for uniformed training and standard operating procedures across all DoD ground station sites.
The Government intends to procure these parts under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Mr. Michael Miller at Michael.t.miller7@navy.mil. Responses to this notice must be submitted by 6 September 2018 at 9:00 am EST. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
