The purpose of Amendment 4 is clarify questions about the technical specifications. Please see attached Amendment 4 Q & A, Revised Drawings (Sheet 8 of 8) and Revised Schedule of Items (Item 5) for more details. A copy of the revised schedule of items, with pricing, shall be submitted with this Amendment.
The purpose of Amendment 3 is to extend the response due date to May 15, 2014. All questions must be sent to blinford@blm.gov no later than May 12, 2014 at 4:30 pm, MST. No other questions or correspondence will be accepted after this date.
The purpose of Amendment 2 is to post the SF-1442 and the Preproposal/Site Tour questions and answers.
The purpose of Amendment 1 is to change the response due date to May 8, 2014. This is due to a system glitch that prevented the Soliciation from being posted to FedBizOpps and FedConnect on April 7, 2014. The Solicition was successfully posted on April 8, 2014. See Section L of the Revised Terms and Conditions for corrected dates.
The Bureau of Land Management Montana/Dakotas, Dillon Field Office, has a requirement for the renovation and expansion of the existing Kobayashi Day-Use Recreation Facility located in Madison County, approximately 3.1 miles east of McAllister, Montana. See Terms and Conditions and Attachments for more information.

This is a pre-solicitation notice only. This is not a Request for Proposals (RFP) and does not commit the Government to award any contracts now or in the future.
The Bureau of Land Management, Dillon Field Office, has a requirement for the renovation and expansion of the existing Kobayashi Day-Use Recreation Facility located in Madison County, approximately 3.1 miles east of McAllister, Montana. Expansion and renovation work includes furnishing any labor, equipment, supplies, and materials needed to complete the project unless otherwise designated in the contract documents. This work includes, but is not limited to the following:
1. Construction of an overflow parking lot. Work includes site grading work for an entrance and exit road, as well as for the lot itself. Placement of concrete pindowns will also be required to designate individual parking spaces.
2. Re-routing the existing day-use corridor to allow for additional parking, as well as allow for additional room for vehicles to turn around at the end of the corridor. Placement of concrete pindowns will also be required to designate individual parking spaces.
3. Removal of wood barrier posts along the existing day-use corridor, as well as installing wood barrier posts along the re-routed corridor.
4. Reclamation of any areas disturbed during the construction process.
5. Any other appurtenance in accordance with the drawings and specifications.
The government intends to award this contract as a small business set-aside under NAICS code 238990. The corresponding small business size standard is $14.0 million. This project is anticipated to be between $150,000 and $500,000.
The solicitation is tentatively scheduled to be available on or around March 12, 2014 at http://www.fedconnect.net/FedConnect and https://www.fbo.gov.
