INTRODUCTION
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).


The National Institutes of Health, Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), Office of Acquisitions (OA) on behalf of the National Institute of Digestive, Diabetes & Kidney Diseases intends to award a purchase order without providing for full and open competition (Including brand-name) to GATAN INC for a 1-year maintenance contract for a K3 Direct Detection Camera with K3 Software Suite (64-bit).


NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE
The intended procurement is classified under NAICS code 333314 with a Size Standard of 500.


REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-99.


This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold ($250,000).


STATUTORY AUTHORITY
This acquisition is conducted under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302- FAR 6.302-1-Only one responsible source and no other supplies or services will satisfy agency requirements 41 U.S.C. 253(c)(1).

DESCRIPTION OF REQUIREMENT
CryoEM promises high resolution 3D protein structure solution (sub 3 Angstrom) without the need of crystallization. In recent 5-6 years the field has witnessed a boom with its application to protein structure problems. The CryoEM core currently possesses one Cryo TEM (Tecnai TF20) for Cryo specimen screening purposes that serves about 45 users from MICEF, a surge from less than 10 users 3-4 years ago. Among which ~30 are from within NIDDK. With 1 day of turnover ratio, it takes more than a month for an average user to get his/her turn for screening purposes. This severely hampered the research activities of the NIDDK and associated institutions. On the other hand, the nature of the CryoEM projects typically require ~1 million protein particles or a few thousands of 4Kx4K images for Single Particle reconstructions. All these have exerted tremendous burden on the NIDDK and MICEF CryoEM core facilities.


Glacios from Thermo Scientific is an established Cryo TEM that meets this demand. It offers improved specimen loading efficiency and compatibility with other existing high end Cryo TEM platforms. The high efficiency of Glacios platform calls for a high throughput and high quality Cryo EM camera.


The latest generation Direct Detection camera K3 from Gatan has a frame rate of 1500 frames/second (fps) vs 400 fps for the earlier generation K2 camera, a 3.6X improvement. The total pixels of the imaging area are 23.6 megapixles (5,760 x 4,092) vs 14.4 megapixels (3,838 x 3,710) for K2, a 1.6X improvement. This results in a total of 6.2X improvement over the previous generation K2 camera. This is a perfect match for Glacios Cryo TEM and allows for high throughput screening and data collection. The purchase of the Glacios Cryo TEM together with the K3 camera is expected to help the CryoEM research projects in NIDDK greatly.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
