The Government awarded a firm-fixed price contract to Northrop Grumman Amherst Systems on June 13, 2014 in the amount of $1,564,341.40.  All inquiries regarding this contract shall be directed to Brady Smith at brady.smith@us.af.mil.

The U.S. Air Force (USAF) intends to solicit and procure provisioning data and initial spares for the JTE program. The USAF intends to award this requirement as a noncompetitive contract action to Amherst Systems Inc., a wholly owned subsidiary of Northrop Grumman, 1740 Wehrle Drive, Buffalo, NY 14221 (CAGE: 1L4J7). This will be accomplished via a modification to contract FA8210-13-C-0001 (awarded on September 9, 2013) to exercise existing unpriced option CLINS (0007AA, 0007AB, and 0007AC).

This noncompetitive contract action is being taken under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency requirements. This is justified based on the fact that the USAF does not own the data rights to the updated JTE baseline which is currently being developed under contract FA8210-13-C-0001. All data rights are proprietary to Amherst Systems. Award to any other vendor would result in unacceptable delays in fulfilling mission requirements and would result in substantial duplication of costs that are not expected to be recovered through competition.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency except that foreign participation is NOT permitted.

It is anticipated that a solicitation will be issued on or about 20 March 2014 and contract award is anticipated to occur on or about 1 June 2014. The period of performance will be TBD.

Delivery of the provisioning data and spares will be to Hill AFB, UT.

Respondents are requested to specify whether they are large business, small business, small disadvantaged business, 8(a) concern, women-owned SB, Hubzone SB, Veteran-owned SB, or Service-disabled veteran- owned SB, and whether U.S. or foreign-owned firm.

As stated in this notice, the government does not own the data nor the rights to the data needed to complete the provisioning effort. However, this data will be provided with government purpose rights to the government in March 2016 at the completion of contract FA8210-13-C-0001. At this time similar requirements will likely be competed using full and open competitive procedures.
