The Naval Air Warfare Center Weapons Division (NAWCWD), Pt. Mugu, CA, intends to award on an other than full and open competition basis in accordance with FAR 6.302-1 Only one responsible source, a 3 year Cost Plus Fixed Fee contract to Aeromech Engineering, Inc., San Luis Obispo, CA, for the engineering support services of Joint Interoperable Target Control System Standard Interface Vehicle Control (autopilot system). This task shall support the Target Control Study Group (TCSG) to develop a roadmap to achieve more interoperability among existing target control systems across the services and to promote open architecture approaches. The performance based services consist of technology insertion, system integration/installation, fabrication/prototyping, testing/certification, studies/analyses, training and engineering support, re-engineering and reverse engineering, for a range of target platforms and systems, including aerial and surface vehicles, intelligent autopilots, Target Control Systems, and payloads.
Aeromech Engineering, Inc. is the only company due to proprietary hardware and software. It is not practicable for any source other than Aeromech Engineering, Inc. to provide the required service. All responsible sources believing that they can provide the Joint Interoperable Target Control System may submit a capability statement which shall be considered by the agency. Written responses shall be submitted by e-mail to helen.xiong@navy.mil or mailed to Commander, Code 254300D (Helen Xiong), NAVAIRWARCENWPNSDIV, 429 E. Bowen Rd. Mail Stop 4015, China Lake, CA 93555-6108 within 15 days from the Notice date. See numbered Note 22..
