This J & A contains Controlled Unclassified Information and is therefore attached as a secure document. Contractors must be certified through Defense Logistics Information Services (DLIS) in order to access CUI. See the DLIS website for registration details at http://www.dlis.dla.mil/jcp/.
As required by FAR 6.305 this J & A is hereby posted for the aforementioned contract award.
Going forward, all new entities registering in GSA's System for Award Management (SAM), as well as existing registrations being updated or renewed, will require the submission of an original, signed notarized letter identifying the authorized Entity Administrator for the entity associated with the Data Universal Numbering System (DUNS) number. Effective June 11, 2018, entities who create or update their registration in SAM.gov to apply only for federal assistance opportunities such as grants, loans, and other financial assistance programs, have a notarized letter on file within 30 days of registration. Additionally, Effective June 29, 2018, all non-Federal entities who create or update their registration in SAM.gov, have a notarized letter on file within 30 days of registration. It is recommended that all interested parties be aware that processing this additional information may take several days and are proactive in maintaining the SAM registrations in an "Active" status as the government cannot award to an entity without an "Active" SAM registration. L-3 Fuzing and Ordnance System has been awarded a $3,317,211 cost-plus-fixed-fee, C-Type contract for tandem-warhead fuzing system hardware and engineering support for test and evaluation in support of the Joint Multi-Effects Warhead System (JMEWS) program. Work will be performed in Cincinnati, OH. This contract was not competitively procured pursuant to FAR 6.302-1.. Awarded Vendors: L-3 Fuzing and Ordnance Systems. Contract Award Dollar Amount: $3,317,211.17. Contract Award Date: 2018-11-29.

Intend to award on a sole source basis in accordance with FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The Naval Air Warfare Center Weapons Division (NAWCWD) Contracts Department (254200D), China Lake, CA intends to procure, on an other than full and open competition basis from L-3 Fuzing and Ordnance System, tandem-warhead fuzing system hardware and engineering support for test and evaluation in support of the Joint Multi-Effects Warhead System (JMEWS) program.

This notice of intent is not a request for proposals; however, any interested firm believing it can fulfill the requirement identified above may submit a written response if it has sufficiently survived extreme shock environment, sub-scale level system, and full-scale level system testing. The written response shall reference solicitation number N68936-17-R-0052 and provide a capability statement that clearly indicates the firm's experience, assets, background, and ability to perform the required work without compromising the quality, accuracy, reliability, schedule, and ability to meet the requirement.
All responsible sources must be registered in the System for Award Management (SAM) database at the following website: https://www.sam.gov/portal/public/SAM/
Written responses shall be submitted by e-mail to lauryn.petty@navy.mil AND sierra.trepanier@navy.mil on or before 4 February 2018.
