INSTRUCTIONS FOR THE PREPARATION OF OFFER
Offerors shall submit with their quote a narrative describing its experience and technical capability as it relates to this requirement. Evaluation of offers will be conducted using Lowest Price Technically Acceptable. The evaluation criteria, fully listed in the solicitation package, are as follows:
A contract will be awarded to the lowest-priced technically acceptable offeror. Proposals will be evaluated for acceptability but will not be ranked using the non-cost/price factors. In order to be eligible for award, offerors must receive a rating of "acceptable" in every non-price factor/subfactor. In the interest of economy and efficiency, the Government will start by evaluating the technical proposal of the lowest-priced offeror and will award to that offeror if the technical proposal is rated "technically acceptable". If the lowest offeror receives a rating of "unaccetable" in any of the non-cost factors, the Government will then move on to evaluating the technical proposal of the next lowest offeror and so on until a proposal is rated "technically acceptable". Therefore, the technical proposals of the non-low price offerors may or may not be evaluated.
The following factors and subfactors will be used to determine technical acceptability:

a Janitorial Work specific Safety plan and demonstrate a satisfactory janitorial work
related safety record with no more than one safety incident in the past three (3) years.

Subfactor #2: How well the offeror performed on relevant contracts
In order to meet the minimum requirements for a rating of "acceptable" for this subfactor, the
