The Naval Air Warfare Center Weapons Division (NAWCWD) intends to procure and award on an Other than Full and Open competition basis in accordance with FAR 6.302-1, a firm fixed price contract with Wintec, Inc. for
Launcher and Missile Emulator (LME) systems software update. The LMEs are existing Special Test Equipment used to support the integration, test, and verification of M299 Launchers and Hellfire/Longbow series missiles at the MIL-STD-1760 interface to host platforms.

The procurement is to update, integrate, and test additional software to be integrated in the LMEs to support: JAGM (current Army acquisition), Hellfire K, P+, and R candidate missile designs on M299 launchers. The LMEs special test equipment includes a hardware and software design that has been applied to a number of platform-launcher-store configurations and programs over the past decade


Solicitation N68936-15-R-0083 is to be issued and posted on the Navy Electronic Commerce Online website at http://www.neco.navy.mil and the FEDBIZOPPS website at http://www.fbo.gov/ on or about 7 May 2015. Estimated award date is 31 August 2015.


Delivery requirements shall be F.O.B. Destination China Lake, CA by 31 August 2016.


All responsible sources may submit a written proposal which shall be considered by the Agency. This notice is not a request for competitive proposals; however, any firm believing they can fulfill the requirement may submit a written response which shall be considered by the Agency. The written response shall reference solicitation number N68936-15-R-0083 and clearly show the firm's capability, background, experience, and assets necessary to meet the requirement without compromising the quality, accuracy, reliability, and delivery of the product and without substantial duplication of cost to the Government. Written responses shall be submitted by email to jessica.r.rodriguez1@navy.mil or mailed to Commander, Code 254130D (Jessica Rodriguez), NAVAIRWARCENWPNDIV, 429 E. Bowen road, MS 4015, China Lake, CA 93555-6108 within 15 days from the Notice date.
