About this opportunity
This Limited/Sole Source Justification Notice from the Department of the Air Force Air Education and Training Command justified limiting competition for a sole source contract to replace the roof of the Computer Aided Instruction Lab and surrounding areas at Columbus Air Force Base. The project includes removing the existing roof down to the roof deck and flashing, as well as replacing all necessary roofing work, in order to avoid serious injury to the base's mission by ensuring the area remains free from water intrusion. An unusual and compelling urgency exists as the base is scheduled to receive eight flight simulators by September but currently lacks adequate storage space, and if the existing roof that began leaking near completion of the renovation project is not repaired expeditiously, at least 240 pilots will face significant training delays. The contract was awarded on a sole source basis to the existing contractor already performing the renovation for an unknown amount on August 11, 2023, in order to meet the delivery date within four weeks.
Notice text
This is a memorandum for record to justify the use of other than full and open competition on the previously awarded contract to
renovate the existing Computer Aided Instruction (CAI) Lab, Redbird and surrounding areas in B230 to prepare for the arrival of new
T-1 simulators scheduled to arrive in September. Near the completion of the renovation of B230 to make the building T-1 simulator
ready, the CAI Lab portion of began leaking, requiring the removal of the existing roof down to the roof deck, up to and including the
seam between the CAI Lab and the rest of the facility, the flashing/membrane on all penetrations and curbs, and anything necessary
to remove the existing roofing system in its entirety, and the replacement all roofing work necessary to ensure the area remains free
from water intrusion to the greatest extent possible.
Awarded contract FA302223C0007 to unknown vendor for unknown amount on 2023-08-11.
