About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 6, has issued a Special Notice announcing its intent to award a sole-source contract to ProteinSimple for research equipment services at the Richmond Veterans Affairs Medical Center in Richmond, Virginia. The procurement falls under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The contract involves maintenance and repair services for a research JESS system, specifically requiring scheduled preventative maintenance visits by manufacturer-certified field technicians and access to customer service representatives for remote troubleshooting or field technician dispatch. The government justifies this non-competitive solicitation by asserting that ProteinSimple is the sole provider capable of delivering specialized cryoablation services, including technicians, equipment, and required disposables. The intended contract award date is July 5, 2024, to ProteinSimple located in Minneapolis, Minnesota.
The purpose of this Special Notice is to inform the contracting community of the government's intent to proceed with a sole-source procurement while providing an opportunity for other potential contractors to demonstrate their capabilities. Market research has determined that the required service is highly specialized and available only from a single source, which forms the basis for the non-competitive approach. Interested parties have three calendar days from the publication date to submit capability statements to the contracting officer, Gordon Burns, via email at gordon.burns@va.gov, with telephone inquiries not being accepted. Respondents must identify whether they are large, small, small-disadvantaged, 8(a), or woman-owned businesses and specify if they are U.S. or foreign-owned entities. The government emphasizes that this notice does not constitute a request for competitive quotes, no solicitation will be issued, and no payment will be made for information submitted in response to this synopsis.
