The National Science Foundation (NSF) intends to procure the continued support from the American National Standards Institute (ANSI) to support the International Standards Organization Technical Committee 229 (ISO/TC229) Technical Advisory Group (TAG) Working Group 3: Health, Safety, and Environment from September 1, 2016 through August 31, 2017 on a sole source basis.
ISO/TC229 TAG Working Group 3 is the leading body in developing global standards related to the environmental, health and safety aspects of nanotechnology. Continued strong U.S. leadership in this Working Group is essential to continued U.S. global economic competitiveness in nanotechnology, since these standards can impact the commercial viability of nanotechnology products.
ANSI has had the role of administrator for ISO/TC229 TAG Working Group 3 for more than 10 years and as a result, has acquired unique expertise and background in the administration of this working group.
There are no other organizations within the U.S. that have the same expertise and background in this area. Awarding this contract to another organization would require a significant period of time for that organization to get familiar with the operation and dynamics of ISO/TC229 TAG Working Group 3 which could place the U.S. leadership in jeopardy.
The proposed contract action is for services for which the government intends to sponsor with only one source under the authority of FAR 13.106. This notice of intent is not a request for competitive proposals. This synopsis is for information purposes only.
