The Centers for Disease Control and Prevention, Division of Laboratory Sciences (DLS) - Tobacco and Volatiles intends to award a sole source firm-fixed price contract, to procure Isolute and Evolute plates and columns to Biotage, LLC, 10430 Harris Oak Blvd STE C, Charlotte, NC, 28269-7518. The plates and columns will be used to analyze more than 20,000 urine samples collected for National Health and Nutrition Examination Survey (NHANES) and Population Assessment of Tobacco and Health studies.
The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with size standard of 1,000 employees.
This sole source acquisition is required because the Isolute and Evolute plates are the only plates and columns available in the correct volume, bed weight or the necessary pH needed to perform the specific analyses. Also it would not be advantageous or sensible to change the plates or columns in the middle of the study as different equipment could easily skew or alter the results.
No solicitation will be posted to FedBizOpps. This notice of intent is not a request for quote. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer.
Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
