1. The Department of the Army, Mission and Installation Contracting Command (MICC), Directorate of Contracting (DOC), Fort Lewis, Washington intends to solicit proposals for a contractor to provide International Organization for Standardization (ISO) Container Maintenance Service for Fort Lewis, Washington. A complete Performance Work Statement (PWS) will be included in the solicitation. The Request for Proposals (RFP) number is W911S8-09-R-0019.
2. The solicitation will result in the award of a single contract. The resulting contract will be a firm fixed-price and time-and-materials requirements contract. The applicable NAICS code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance, and the small business size standard is $7.0 Million. This procurement is set aside for small business.
3. The anticipated contract period is a base period beginning at date of award plus two one-year option periods.
4. Telephonic requests for the solicitation will not be honored. When issued, the solicitation will be available via the FedBizOpps website, http://www.fbo.gov/ and the solicitation will also be posted on the Fort Lewis Directorate of Contracting website, http://www.lewis.army.mil/doc/, under Solicitations. The tentative solicitation issue date is 15 May 2009 and the anticipated closing date is 15 June 2009. Interested offerors are advised to consult the actual solicitation for final dates and times.
5. Offers from all capable and responsible sources will be considered. Firms offering a response to this notice should ensure that they are registered in the Central Contractor Registration (CCR) database http://www.ccr.gov/ and ensure that the applicable NAICS code 811310 is included in the CCR profile prior to submission of proposals.
6. Prospective offerors are urged to submit any questions they may have, in advance and in writing, to the Contract Specialist, Darlene.Anderson@us.army.mil.

The Department of the Army, Mission and Installation Contracting Command, Directorate of Contracting, Fort Lewis, Washington, is currently requesting information in order to determine the existence of viable commercial sources capable of providing complete services as stated in the draft Performance Work Statement (PWS) for maintenance of International Organization for Standardization (ISO) containers for U.S. Army Garrison Fort Lewis, WA.
The draft PWS is available on the Fort Lewis Directorate of Contracting website http://www.lewis.army.mil/doc under Solicitations.
If you are interested and are capable of providing the required services as described in the draft PWS, please complete the SOURCES SOUGHT QUESTIONNAIRE below and email your response to Darlene.Anderson@us.army.mil no later than 12:00:00 PM (noon) PDT on 30 April 2009. Include any comments or questions you may have in reference to the draft PWS.
Interested companies are encouraged to:
a. Evaluate and challenge all elements of the draft PWS.
b. Identify requirements that account for a high percentage of total cost or are unduly restrictive.
c. Identify techniques or methods that would result in delivery of better service.
d. Identify any new technology approaches or techniques appropriate for the procurement described in the draft PWS that would result in a better performing contract or in cost savings to either party.
The intended contract period is a base period beginning at date of award plus two one-year option periods.
