Synopsis:

Naval Sea Systems Command (NAVSEA), Norfolk Naval Shipyard (NNSY) intends to award a Firm Fixed Price (FFP) Single Award Contract, to refurbish valve operators to Chalmers & Kubeck, Inc.  This requirement is for commercial items as defined in FAR 2.101 and will be prepared in accordance with the information in FAR Subpart 13.5, as supplemented with the additional information included in this notice.

The requirement will be awarded on a sole source basis.  Norfolk Naval Shipyard (NNSY) does not have the technical data or expertise to refurbish the Limitorque electro-mechanical valve operators to manufacturer’s specifications. NNSY refurbishment would also require procurement / manufacture of specialized tooling. Chalmers & Kubeck is the only authorized Limitorque repair facility/reseller in Virginia.

The NAICS code applicable to this procurement is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance with a size standard of 12.5 million dollars.  The Product Service Code is J019.

The period of performance for this acquisition is anticipated to begin 05 June 2023 to 30 September 2023.

This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Responses must be received no later than April 11th, 2023 at 10:00AM EST via email to Kim Richardson, Contract Specialist at kimberly.e.richardson2.civ@us.navy.mil.

All responsible sources may submit a response which shall be considered by the Government.  By submitting a response, the offeror will be self-certifying that neither the principal corporate officials nor owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency.  Failure to do so may represent grounds for refusing to accept the response.  By submission of a proposal, the offeror acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from the solicitation, except for awards to foreign vendors for work to be performed outside the United States.  Lack of registration in the SAM database will make an offeror ineligible for award.  Offerors may obtain information on registration and annual confirmation requirements by calling 1-866-606-8220, or via the Internet at https://Sam.gov.
