About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Eustis (MICC-West Point) intends to award a sole source contract to PetroSkills LLC for a software subscription application required by the Department of Chemistry and Life Sciences at the United States Military Academy. The procurement is being conducted under FAR 13.106-1(b)(1)(i) authority, citing that only one source is reasonably available because PetroSkills LLC is identified as the sole provider capable of satisfying the government requirements. This represents a new requirement for specialized software services classified under NAICS code 513210 (Software Publishers). While this is not a competitive solicitation, the government will consider capability statements, proposals, or quotations from other responsible sources who believe they can meet the requirements. All responses must be submitted by July 21, 2025, at 4:00 PM Eastern Standard Time via email to Leslie Duron at leslie.a.duron.civ@army.mil.
This procurement does not utilize any set-aside designations and is open to full and open competition despite the sole source intent. PetroSkills LLC, located at 2930 S Yale Avenue in Tulsa, Texas, is the intended sole source contractor for this software subscription service. The NAICS size standard for this Software Publishers category is $47.0 million, indicating the scale of businesses eligible to compete in this industry classification. The contract falls under PSC code 7A20 for IT and Telecom Application Development Software (Perpetual License Software), suggesting this involves long-term software licensing rather than temporary or subscription-based access. The government retains full discretion to determine whether to compete the requirement based on any responses received during the four-day response period.
