INTENT TO SOLE SOURCE


Ithaka Journal Storage (JSTOR) Arts & Sciences Database


The 42nd Contracting Squadron at Maxwell AFB, AL intends to award a sole source contract to Ithaka Harbors, Inc., 2 Rector Street 18th Fl, New York NY, 10006-1852 for the purchase of access to their "JSTOR Arts & Sciences" database. The North American Industry Classification System (NAICS) Code is 5191300 and the small business size standard is 1000 employees.


Description of the Requirement:



JSTOR Online Databases provide an essential research capability in support of the Professional Military Education (PME) research needs of 5000 Air University students, both resident and distance learners. JSTOR provides in-depth scholarly magazine articles from military, defense, U.S. Government, and aerospace journals. JSTOR Arts & Sciences collections include numerous unique databases.



Arts & Sciences Collection I which includes approximately 119 titles with a focus on economics, history, political science, and sociology.



The Arts & Sciences II Collection which includes approximately 127 titles with a focus on economics, history, archaeology, and area studies (African, Asian, Latin American, Middle Eastern, and Slavic).



The Arts & Sciences IV Collection which includes approximately 114 titles with a focus on law, psychology, public policy & administration, business and education.



The Arts & Sciences VI Collection which includes approximately 143 titles with a focus on political science, education, linguistics, economics, and area studies (Latin American).



The Arts & Sciences IX Collection which includes approximately 177 titles with a focus on business, economics, archaeology, anthropology, political science, and area studies (African, Asian).



JSTOR's unique archival collections covering linguistics, archaeology, and anthropology are especially necessary for support of ongoing research efforts within the Air Force Culture and Language Center and Air University's Quality Enhancement Plan (QEP).




IMPORTANT NOTES:


•1. This is not a request for quotes and no solicitation is available.


•2. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received in response to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.


•3. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary.


•4. Respondents will not be reimbursed for any costs incurred in responding to this intent to sole source (ISS). Information submitted will not be returned to the respective respondents.


•5. Oral submissions of information will not be considered in response to this ISS.



This sole source procurement is under the authority of FAR 13.106-1(b). This will be a firm-fixed price contract for a base period of performance of 1 Oct 2019 to 30 Sep 2020 with four one-year options.



To assist the Government in determining if this acquisition is available for competition, please provide the following information:

•3. If there are any other businesses that con provide the specified services described above, you must respond to this notice before 21 Aug 2019, 4:00 pm CST. If no responses are received by the above referenced time, a sole source contract may be awarded to Ithaka Harbors, Inc. Responses must be submitted to the points of contact indicated below.
