Subject: Award a Sole Source Contract to McGraw-Hill Global Education Holdings
FAR 6.302-1 - Only one responsible source (except brand name)
The U.S. Military Academy, Mission & Installation Contracting Command (MICC), West Point, NY award a sole source contract under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements, provide access to databases that support Engineering Standards, Codes, and Methods for use at the West Point Library.
- Justification Summary
This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101(a)(1) requiring the dissemination of information on proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals.
The proposed contract is to provide access to databases that support Engineering Standards, Codes, and Methods for use at the West Point Library.
The Government intends to solicit and negotiate with only one source under Simplified Acquisition Procedures (SAP), pursuant to the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by FAR Subpart 13.106-1(b)(1)(i). For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
The Mission Installation Contracting Command - West Point on behalf of the United States Military Academy (USMA) intends to award sole source, firm fixed price contract to (McGraw-Hill New York, NY) for provide access to databases that support Engineering Standards, Codes, and Methods for use at the West Point Library.
The anticipated North American Industry Classification System (NAICS) Code is NAICS with the associated size standard of $47 Million.
This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability to meet all aspects of the requirement. Responses should be addressed to, Mr. Ignacio Cordova via email at ignacio.j.cordova2.civ@army.mil no later than the response date and time of 12:00 PM EDT on Monday the 24th of July 2023. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
