Added: Jan 10, 2017 5:49 pm Modified: Jan 10, 2017 5:55 pmTrack Changes The Federal Railroad Administration (FRA), Washington, DC, intends to award a Sole Source contract to Sharma & Associates (SA) for further research in assessing the safety benefits of their patented Electronically Controlled Pneumatic (ECP) braking, through brake emulation field demonstrations.

This sole source requirement meets the conditions of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source has been identified as reasonably available to provide the services that will satisfy the agency requirements.

This Notice of Intent is not a request for proposals or quotations. No solicitation documentation exists and no telephone inquiries will be accepted. No contract award will be made on the basis of proposals or quotations received in response to this notice.

Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not intend to pay for any information provided under this notice.

If any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government.

If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of the respondent and will not be reimbursed by the Government. Interested parties with the capability of meeting the proposed requirements are requested to provide an E-mail to the FRA point of contact, Jomo Haldane, (jomo.haldane@dot.gov) no later than 6:00 p.m. EST Wednesday, January 25, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
