The purpose of this amendment is to respond to questions previously submitted and to extend the closing date in an effort to give all interested parties the opportunity to revise and resubmit quotes.
This solicitation is hereby extended from the amended close date of 12PM CT 08/25/2017 to now close at 3PM CT on 08/28/2017. All quotes are to be received to the following email address NLT 3PM Central Time on 08/28/2017. Late responses will not be accepted.
QUESTION: In the Insurance requirements on page 21, section C.3.(d), will the VAMC agree to delete the following: without any exclusionary clauses for asbestos that would void the general liability coverage.
RESPONSE: The VA will not agree to make any changes or modifications to Section C.3 (d) Supplemental Insurance Requirement as referenced on page 21.
QUESTION: Will the VAMC add the following mutual limitation of liability language:
NOTWITHSTANDING ANYTHING HEREIN TO THE CONTRARY, IN NO EVENT SHALL EITHER PARTY
BE LIABLE FOR ANY INDIRECT, CONSEQUENTIAL, INCIDENTAL, LIQUIDATED, SPECIAL, PUNITIVE
OR EXEMPLARY DAMAGES WHATSOEVER IN CONNECTION WITH OR ARISING OUT OF THIS
AGREEMENT.
RESPONSE: The VA will not agree to the above quoted text to the mutual limitation of liability language.
QUESTION: Will the VAMC allow Contractor the right to terminate for cause upon thirty (30) days prior written notice to the VAMC and Contractor the right to terminate without cause upon ninety (90) days prior written notice to the VAMC?
RESPONSE: The VA will not allow the Contractor the right to terminate for cause upon thirty (30) days prior written notice to the VAMC and the VA will not allow the Contractor to terminate without cause upon ninety (90) days prior written notice to the VAMC.
QUESTION: Will the VAMC be willing to accept an alternative proposal detailing pricing for items such as bedbugs as separate line items charged as needed rather than a one charge all inclusive ? For example, we d like to give you a cost to do the regularly scheduled pest services for all buildings based on your Attachment A schedule, then have a line item showing bedbug charges as an needed item at $300 per patient room as an example. Also things such as wildlife would be given a contract pricing per need rather than estimating how many times you ll need those services and charging even if you never need them.
RESPONSE: Yes the VA will be willing to accept alternative line item proposal detailing pricing for items such as bed bugs and wildlife.
QUESTION: How many times did you have a bedbug issue during the past year? Wildlife?
RESPONSE: During the past year bedbugs have been an issue weekly to bi-weekly. On average, wildlife services have been utilized a couple of times a year.
QUESTION: Who is your current vendor?
RESPONSE: Orkin Pest & Termite Control of Atlanta, GA.
QUESTION: RFP references attachment A has list of ILTs however that information is not found in RFP. Attachment A had information on which buildings required what frequency of service but I found no information about the ILTs. Please advise.
RESPONSE: This RFQ states in the SOW at bullet point 6 that the Contractor shall, Install/Furnish proper Insect Light Traps (ITL) in locations denoted on Attachment A. Light trapping equipment must be offered in different sizes for different applications. All ITL must have COR approval before hanging.
Large Dimensions: 53 1/8" x 13 1/8" x 5 5/8" or Equal
Medium Dimensions: 28" x 10 1/2" x 5 3/4" or Equal
Small Dimensions: 24-1/2"W x 9-1/2"H. Depth 6-1/8" to 1-5/8" or Equal.
QUESTION: What is the current total annual contract price for this contract?
RESPONSE: The last award was made for a total of $106,975.00 which covered a base period plus 4 one-year options.
QUESTION: What is the anticipated award date for the contract?
RESPONSE: The anticipated award date for this requirement is 09/15/2017.
QUESTION: Will there be a site visit?
RESPONSE: No site visit will be scheduled.
QUESTION: What is the anticipated start date for this contract?
RESPONSE: The anticipated start date of this contract will be 10/01/2017.
QUESTION: Can you share a copy of any complaint or service logs regarding pest control concerns or issues?
RESPONSE: There no copy of complaints or services logs to share at this time.

The purpose of this amendment is to extend the closing period of solicitation # VA249-17-Q-0953 Integrated Pest Control Services needed for the Lexington VA Medical Centers.
The solicitation closing period is extended from the original close date and time of 12:00pm Central Time on 08/18/2017 to the new closing date and time of 12:00pm Central Time on Friday 08/25/2017. All responses to this solicitation should be emailed to kevin.cochran2@va.gov NLT 12pm Central Time.
This will facilitate time to respond to questions that require a review from Agency Legal counsel.
All other Terms and Conditions of Solicitation VA249-17-A-0953_1 Integrated Pest Control Services remain unchanged.

The purpose of this amendment is to extend the questioning and answering period for solicitation VA249-17-Q-0953_1 Integrated Pest Control Services , to extend the response due date for all quotes.
The response period for submitting all questions is extended from the original submittal date and time of 3:00pm Central time on 08/04/2017 to the new submittal date of and time of 3:00pm Central 08/10/2017. All questions must be submitted to the Contracting Specialist Mr. Kevin J. Cochran NLT 12pm Central Time on Friday 08/10/2017 at the following email address: kevin.cochran2@va.gov.

Added: Jul 31, 2017 11:10 am Description of Services: PRESOLICITATION SYNOPSIS PEST CONTROL SERVICES. The VHA NCO 09 - Murfreesboro, TN has a requirement for the Lexington VAMC, Environmental Management Service, located at 2250 Leestown Rd., Lexington, KY 40511. The Environmental Management Service has a requirement to have a vendor provide Pest Control services at both the Coopers and Leestown Divisions of the Lexington VA Medical Centers. This procurement will be Unrestricted. The NAICS code is 561710 Exterminating and Pest Control Services . The size standard is $15 million. The anticipated contract type will be a firm fixed-price contract. The solicitation will be posted to FedBizOpp websites on or about August 1, 2017. These dates are subject to change. All contractors must be registered in the System for Award Management database (www.SAM.gov) to be eligible for award of a contract.
