Please see responses to the following questions:
1. The total FTE count was conflicting between the Pricing Table (27 FTEs) and the posted Q & A (22 FTEs).
**Please use 27 FTEs when submitting proposal information. The Pricing Table is correct.
2. Pricing Table- It appears that on Section J, Attachment 2, Pricing Table, Summary Tab, Cell J9, did not have a formula.
** An updated copy of Section J, Attachment 2, Pricing Table has been added with this post.
3. Regarding subcontractors Professional Compensation Information: it appears that the subcontractors do not need to submit a hard copy of their Professional Compensation Information. Is this accurate?
** Section L, 5.1.7.1 states, "The prime Offeror shall instruct its subcontractors to submit their total compensation plan directly to the Contracting Officer. As stated in the posting to FBO on 07 Sep 18, subcontractor professional compensation plan should be sent directly to the Contracting Officer via AMRDEC. No hard copy of this information is required to be submitted.
4. Information required for the Cross Reference Matrix seems contradicting. What is the Government looking for?
** The Government is looking to know what part of the contract each teaming partner will be working. The way to do that is by identifying what each partner will do in the PWS. Also, looking for what % of work each teaming member is providing.

The Government is continuing to review/answer all submitted questions. The Government anticipates posting the questions and responses next week. At this time, the proposal due date has been extended as follows:

The Government is looking for meaningful feedback for all 3 documents to ensure there is a viable competitive pool of vendors.
Specifically regarding the Relevancy Assessment Matrix, the Government would like to know industry feedback regarding the following:
1. Are the dollar thresholds for Relevancy (Very Relevant, Relevant, Somewaht Relevant) adequate, too high, too low?
2. Regarding A through G,
a. are these items clearly defined?
b. are these items too specific where they would exclude competition?
c. would fewer items help to promote competition?
