This synopsis provides notice of the Government's intent to solicit a proposal on a sole source basis from the incumbent, Science Application International Corporation (SAIC), at 1710 SAIC Drive, McLean, VA 22102 for 232,024 hours of support services. This is necessary for the continuance of contractor support services to the Integrated Communications and Information Systems (ICIS) Division in the areas of Contract Management Support, Technical Support, Systems Engineering Support, Project Management Support, Organizational Management Support, Administrative Support and Hardware Acquisition Support. The proposed bridge contract is needed for continuing ongoing support currently being done under existing SAIC task order, N00178-04-D-4119-M807, while the follow-on contract is being competed with an estimated award date in March 2017. This requirement will be a Cost-Plus Fixed Fee (CPFF) bridge contract. Due to the ongoing nature of the support services currently being performed under task order N00178-04-D-4119-M807and the need to continue these services without a break in work, SAIC is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may submit informational inquiries related to this requirement. The Government will consider all information received before 31 March 2015 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Any questions shall be submitted to Kevin Ritter, Code 2.5.1.3.12, via email: kevin.ritter@navy.mil.
Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." SAIC is the sole source capable of providing these efforts without creating the impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in service. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole source basis.
