The National Institute of Allergy and Infectious Diseases (NIAID), intends to negotiate with Pacific Biosciences of California, Inc., 1305 O'Brien Drive, Menlo Park, California 94025 (small business) on an other than full and open competition basis to procure one (1) Pacific Biosciences Sequel II System - #101-447-000, UPS, 208V, 5000VA, 50/60Hz, UL - #100-609-000, and On-Site System Training (3 Days) - #100-125-100. There will be a trade-in of a Pacific Biosciences Sequel I System, serial #SQ54104. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items an award will be made pursuant to the authority in FAR Part 13.501(a)(1).


Only one award will be made as a result of this solicitation. This will be awarded as a firm-fixed price type of contract.


Delivery to Bethesda, Maryland 20892 approximately 120 days after receipt and acceptance of award.


The Vaccine Research Center (VRC) has a requirement for a Sequel II System, an upgrade from a trade-in of a Sequel I System. The Sequel II System is needed to help the sequencing core run more efficiently and effectively. The system has combined unmatched system output with rapid run times to deliver the highest daily throughput as the next generation sequencing (NGS) system. The system generates 8 times more data than the original Sequel I System. The system provides access to even more highly accurate long reads (HiFi Reads), and reduces project time for faster results supports the range of single molecular real time (SMRT) sequencing applications. The Sequel II Systems has the innovations of zero-mode waveguide technology, which enables the isolation and real time detection of fluorescently-labeled base incorporation at the single-molecule level, and phospholinked nucleotides that produce a completely natural DNA strand through fast, accurate, and processive DNA synthesis. The use of the Sequel II System will allow the VRC to reduce time delays due to out-sourcing of sequencing and overall reduce cost to the government by providing faster results that will help aid in the design and generation of effective vaccines. The kits and the reagents from Pacific Biosciences are specific to the Sequel I and II Systems. The lab must continue to use these products and similar instrumentation to avoid introducing outside variables resulting in corruption of the lab's experiments leading to spending additional funding and time to start the vaccine process from the beginning. Changing variables would prevent the correct interpretation of the data analysis methodologies already in progress. Pacific Biosciences of California, Inc., is the original equipment manufacturer of the Sequel I and II Systems. There are no known sequencers that is compatible with the Sequel instrumentation.


The statutory authority for this sole source requirement is 41 U.S.C. 253 (c) (1) as implemented by FAR 6.302-1 only one source available, no substitutions possible. All information furnished must be in writing and must contain sufficient detail to allow NIAID to determine if it can meet the above unique specifications described herein. All responses received by the closing date of this solicitation will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
