1-) Please confirm that the GPS antenna needs to be installed/mounted on the roof and the Coax cable needs to run to the receiver inside the control room.

2-) All the relays needs to be wire and configured with the new GPS input signal?

3-) Please confirm that a GPS clock display is required to be mounted in front the operator desk where the existing clocks are located.

4-) Can we remove the two existing level sensors and install the new sensors in the same location?

5-) The level sensor readings needs to be sent to the operator / control room via communications and displayed on the existing HMI?

Modification M001 - 6/19/19 - to add Q & A:
1. How are the existing clocks currently synchronized? Also, what type of clocks are they and if they are Wharton clocks?
The current clock is not synchronized with all electrical and mechanical equipment. The current equipment are 3‐10 MW Hydro Generators 6.9 KV, Governors, Protective Relays, Exciters, and digital alarm system.

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued separately.
This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-101.
The solicitation number is 93095702047 this solicitation is issued as a request for quote (RFQ).
This is a 100% Small business Set Aside. The associated North American Industry Classification System (NAICS) code is 334220 -- Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing, with a corresponding small business standard of $18.0 million. Only offers from small businesses will be considered for this solicitation.
A site visit of where the work will be performed is highly recommended. Site visits may be arranged via email with Mr. Edi Delgado at edi.delgado@ibwc.gov. Site visit shall be arranged no later than June 26, 2019 at 2pm MST.
Offer due date/Local time: July 3, 2019; 3:00 pm MST.
Only questions submitted via email to angelica.baca@ibwc.gov will be considered. Questions received from Offerors after 3pm, MST on June 28, 2019 will not be responded to.
Description:
The International Boundary and Water Commission, United States Section (IBWC) requires Install GPS Clock Head Eater - 1 EACH as per Scope of Work attached.
Refer to attached Statement of Work and other documentation for description of the requirement to include dates and places of delivery, inspection, and acceptance.
The destination for FOB Destination shall be the Falcon Field Office.
Evaluation of Offer - The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.
The Government will award a contract resulting from this combined synopsis/solicitation to the lowest price technically acceptable (LPTA), responsible offeror.
Please offer best pricing with initial discounts.
Active DUNS number shall be included with your quote.
Offerors shall register or update their registration in the System for Award Management (SAM) database. This registration is required to receive contract award and will facilitate payment.
