This solicitation requires a comprehensive telecommunications solution including 240 smartphones with monthly voice and data plans of 150GB, featuring unlimited calls and SMS within Colombia. The RFQ demands high-quality network coverage in remote Colombian areas and requires network survivability for emergency communications. Vendors will be evaluated based on lowest-price technically acceptable criteria, with key assessment factors including network coverage, compliance with Colombian regulations, demonstrated service capabilities, past performance, and proper licensing. The solicitation is not set aside for any specific business category and is open to both Colombian and U.S. firms. The contract period of performance spans from March 13, 2025, to March 12, 2026, covering a full year of mobile and communications services. Vendors must be registered in SAM.gov and are required to provide modem devices and SIM cards, with associated costs to be included in monthly service fees. The contract will be invoiced in Colombian pesos for local firms or U.S. dollars for U.S. firms, and quotes must remain valid for 90 days. The place of performance is exclusively within Colombia, with a focus on supporting INL's operational communication needs across potentially challenging geographical terrains. All proposals must be submitted via email to specified embassy contacts, with strict adherence to submission guidelines outlined in Section 3 of the RFQ document.
