About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 4 units of electrical and electronic properties measuring and testing instruments under NSN 7H-6625-017006852, specifically an "INDICATOR" with TDP VER 001 and reference number 9230-04-0014. The procurement requires FOB origin delivery and falls under the category of electrical and electronic properties measuring and testing instruments. The government has determined it is uneconomical to purchase data rights or reverse engineer this part, and they do not own the necessary technical data package rights. This pre-solicitation notice indicates the government intends to negotiate with only one source under FAR 6.302-1 authority, though all responsible sources may express interest and capability within 45 days of the notice publication date of July 17, 2025. The due date for this opportunity is August 4, 2025, and interested parties have 15 days to identify if they can satisfy the requirement with a commercial item.

This procurement does not utilize any set-aside designations, meaning it is open to all eligible contractors regardless of socioeconomic status. No incumbent contractors or potential vendors are specifically named in the notice, reflecting the government's market research phase to identify capable sources. The notice does not specify award values or budget ranges, focusing instead on the technical requirement for 4 units of the specified indicator equipment. The timeline indicates delivery FOB origin with no extended service period mentioned, suggesting this is a one-time purchase rather than an ongoing service contract. The procurement is subject to Free Trade Agreements and World Trade Organization Government Procurement Agreement provisions, indicating international suppliers may be eligible to compete if the acquisition becomes competitive.
