About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure a liquid level indicator with National Stock Number 7H-6680-015688565, with a quantity of 1 unit to be delivered FOB Origin. This pre-solicitation notice indicates a unique procurement scenario where the government does not own the data or rights necessary to contract repair of the part from multiple sources. The agency has determined it is economically unfeasible to purchase data rights or reverse engineer the part, and therefore intends to negotiate with a single source under FAR 6.302-1 authority. All responsible sources are invited to demonstrate their interest and capability to respond to the requirement by submitting proposals, quotations, or capability statements within 45 days of the notice's publication (or 30 days if awarded under an existing Basic Ordering Agreement). The government retains sole discretion in determining whether to conduct a competitive procurement based on the responses received.

The pre-solicitation notice does not indicate a specific set-aside designation, and no incumbent contractors are mentioned. While the exact award value is not specified, the procurement is for a single unit of a specialized liquid level indicator. The opportunity was posted on March 26, 2025, with responses due by April 11, 2025, representing a relatively short response window of approximately 16 days. The procurement falls under PSC Category 6680-P, which covers liquid and gas flow, liquid level, and mechanical motion measuring instruments. The procurement process appears to be structured to allow the government maximum flexibility in sourcing this specialized equipment, with an emphasis on identifying a single, capable source that can meet the precise technical requirements of the liquid level indicator.
