The SACD organization develops and deliversadvanced concepts, systems analyses, and multidisciplinary methods in support of AgencyProjects, Programs and Mission Directorates as well as for the NASA Chief Engineer andthe Office of the Chief Technologist. The contractor shall provide services including: conceptual hypersonic and launch vehicle design, analysis, and optimization, technologyassessment, and systems analysis; the assessment and integration of explorationarchitecture design configurations to yield sustainable and affordable solutions forhuman and robotic campaigns in support of agency stakeholders; the definition andassessment of the performance, cost, and risk characteristics of systems to supportdevelopment and assessment activities for robotic systems, crewed and uncrewed systems,and surface systems; and independent science mission analysis evaluating technical scope,trajectory analysis, orbital mechanics assessment, and feasibility of cost and schedule.

You arenotified that the following changes are made: A. Section L.11 Volume II - Business Proposal, (7)d. has been amended to provide claritywithin the first and last paragraphs, and shall read as follows: The first paragraph "d.A completed Form 2, for each year, which will reflect each subcontract and/or consultant,if proposed. In accordance with Form 2, Offerors shall include the following for eachproposed subcontract and/or consultant:" The last paragraph "Note: The sum of theprices required in item (vi) above shall equal the total cost for subcontracts and/orconsultants listed in Form 1. Form 2, the sum for each applicable contract year is to bereflected in Form 1, (cell data reference H22)."1. Cost Form 1 has been amended to include "Subcontracts and/or Consultants" as anelement of cost were it was inadvertently omitted from the list of cost elements.2. Added: Feb 24, 2011 2:49 pm NASA/LaRC plans to issue a Request for Proposal (RFP) for independent assessmentsfor systems analysis and concepts development procurement on or about March 15, 2011.This requirement will directly support the Systems Analysis and Concepts Directorate(SACD). A NASA Langley Research Center organization that develops and delivers advancedconcepts, systems analyses, and multidisciplinary methods in support of Agency Projects,Programs and Mission Directorates as well as for the NASA Chief Engineer and the Officeof the Chief Technologist. The RFP and resultant contract will include restrictiveOrganicational Conflict of Interest language. Support provided to SACD includes, but isnot limited to, the following activities: Conceptual hypersonic and launch vehicledesign, analysis, and optimization, technology assessment, and systems analysis relateddesign environments and analytical tool development, verification and validation. Definition and refinement of the U.S. National Space Policy, including leading theassessment and integration of a diverse set of exploration architecture designconfigurations to yield sustainable and affordable solutions for human and roboticcampaigns in support of agency stakeholders. Element-level definition required forstrategic campaign analysis, including defining and assessing the performance, cost, andrisk characteristics of systems to support development and assessment activities forrobotic systems, crewed and uncrewed systems, and surface systems. Independent sciencemission analysis evaluating technical scope, trajectory analysis, orbital mechanicsassessment, and feasibility of cost and schedule. The RFP will be issued approximatelyon or about March 15, 2011 and proposals will be due on or about April 22, 2011. The Government does not intend to acquire a commercial item using FAR Part 12.
