About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure an impeller for a centrifugal pump, specifically National Stock Number 7H-4320-014154615, with a technical data package version 001. The agency intends to solicit and negotiate with only one source under FAR 6.302-1, though all responsible sources may identify their interest and capability to respond to the requirement. Interested parties can obtain relevant specifications and standards through the DoD Single Stock Point (DODSSP) in Philadelphia, PA, using online resources like ASSIST-Online or by contacting their help desk. The government will consider proposals received within 45 days of publication (or 30 days if awarded under an existing Basic Ordering Agreement), with the discretion to determine whether to conduct a competitive procurement based on responses. Potential offerors must note that the government does not currently own the data or rights to the part and has determined it uneconomical to purchase such rights or reverse engineer the component.
The pre-solicitation notice indicates a requirement for three (3) units to be delivered FOB origin, with no specific set-aside designation applied to the procurement. While no specific award value is disclosed, the opportunity involves specialized pump components subject to potential Free Trade Agreements and Buy American Act provisions. Interested commercial item providers have 15 days from the notice to identify their capability to satisfy the government's requirements. The procurement will be evaluated under standard government contracting protocols, explicitly noting that FAR Part 12 (Acquisition of Commercial Items) policies will not be utilized in this solicitation. Potential contractors should be prepared to demonstrate specialized technical capabilities related to producing or supplying precise pump impeller components that meet the specific technical data package requirements outlined in the notice.
