About this opportunity

This Special Notice announces the Department of Homeland Security's intent to award a sole source contract to the National Commission on Correctional Health Care for accreditation and reaccreditation services. The requiring agency is U.S. Immigration and Customs Enforcement within DHS.

The purpose of this Special Notice is to inform the market of ICE's intent to award a firm-fixed price contract on a sole source basis to NCCHC for accreditation of ICE Health Service Corps facilities. Interested parties have until April 28, 2022 to identify their interest and capability to fulfill this requirement by emailing a response, though a competitive procurement will not be conducted. To be considered, responses must demonstrate the offeror's ability to provide the required supplies and services and include no cost to the Government. The Government reserves the right to cancel the sole source award. No requests for a solicitation will be acknowledged in response to this notice, which is not itself a request for proposals or quotes.

THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO)'s ICE Health Service Corps (IHSC) intends to award a firm-fixed price contract on a sole source basis to the National Commission on Correctional Health Care for accreditation and reaccreditation services. 

This requirement, considered commercial services, will be acquired using FAR Part 12 and FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.501. There is only one contractor who can fulfill the agency’s needs for NCCHC accreditation of the IHSC facilities as there are no known agencies that have been established for the purpose of improving detention agencies, institutions, and programs through the process of accreditation.

This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future will be in the best interest of the Government. 

Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 3:00 PM EDT on 28 April 2022 by email to Jason.King@ice.dhs.gov; only email communications will be accepted. The subject line in the email shall state “Response to Notice of Intent 70CDCR22Q0000002” All information submitted should support the offeror’s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award.
