Questor Software Maintenance



SYNOPSIS:

This notice is in accordance with FAR Subpart 5.2, Synopses of Proposed Contract Actions, FAR Part 12 Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The purpose of this notice is to announce the intent to award, on a sole-source basis, a fixed price Purchase Order to IHS Global under the authority of Federal Acquisition Regulation (FAR) 13.106(b) soliciting from a single source under RFQ number 140M0118Q0017.



The purpose of the proposed acquisition is to acquire software maintenance and updates for the three (3) Questor licenses owned and in use by BOEM. IHS Global is the only provider of the required software maintenance for its Questor software. No competing software is compatible with the BOEM¿s at this time.



The period of performance is one 12-month base period and one 12-month option period. The North American industrial Classification Systems (NAICS) code is 511210 Software Publishers, with small business size representation of $38,500,000.



This is not a request for competitive quotes; however, all interested sources that believe they can meet the requirements may submit a capability statement no later than March 26, 2018 at 14:00 ET to the point of contact for this notice. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement and will be at the sole discretion of the Contracting Officer.
