About this opportunity
The United States Marine Corps (USMC) is conducting a Sources Sought market research effort to identify potential contractors for hurricane evacuation charter bus services at Marine Corps Recruit Depot Parris Island, South Carolina. The procurement seeks a comprehensive transportation solution to move approximately 6,000-8,500 recruits between Parris Island and Marine Corps Base Albany, Georgia during hurricane season. Interested vendors must submit detailed capabilities statements including their Cage Code, socio-economic status, and company information to the designated point of contact, Andrea Learn, by 11:00 AM EST on February 4, 2025. The contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with a base ordering period of one year and two potential one-year option periods. Evaluation will focus on vendors' ability to meet technical requirements outlined in the draft Performance Work Statement, including providing environmentally-controlled buses with restroom facilities and minimum 50-passenger capacity.
The solicitation does not include a specific set-aside designation for small businesses, making it open to a broad range of contractors in the charter bus industry. The performance requirements are stringent, mandating 180 charter buses that can be deployed within 24 hours of evacuation notice, with buses traveling in staggered groups of 10-15 vehicles and no intermediate stops permitted except for emergencies. Contractors must provide drivers vetted to meet Department of Transportation requirements and maintain proper operating authority in South Carolina and Georgia. The contract will commence on March 7, 2025, and cover the hurricane season from March 1st to November 30th. Performance metrics require 100% on-time personnel delivery and fewer than two defects or administrative infractions per month, with successful vendors demonstrating robust quality control plans and comprehensive insurance coverage.
