The United States Department of Transportation (DOT), Office of the Secretary (OST), Volpe National Transportation Systems Center (Volpe Center), intends to solicit, negotiate, and award on a sole source basis a contract to The Residence Inn by Marriott Boston Cambridge located at 6 Cambridge Center, Cambridge, MA, 02142. The Government intends to reserve twenty (20) rooms for 20 foreign visitors to attend a workshop at the Volpe Center for 5 weeks. These visitors have unique cultural requirements that demand specific requirements described below. The period of performance will be July 10 through August 13, 2016.

In order to meet the Government's needs the contractor must be able to provide the following minimum services and amenities:


1. In-room kitchen including refrigerator, freezer, stove top, oven, microwave, sink
    and  washing area, cooking and eating utensils to enable guests to cook and eat
    their own food.
2. Be within a walking distance no greater than .75 miles from 55 Broadway,
    Cambridge, MA 02142.
3. Easy access to public transportation and halal markets.
4. Single accommodation with double-size or larger bed.
5. Private bathroom with shower and tub.
6. Television, free internet, in-room phone, alarm clock, closet, hot iron, hair dryer.
7. Writing desk with chair.
8. Daily room cleaning and fresh linens and towels, toiletries.
9. Concierge services including access to personal laundry services or laundry machines
    on-site.


THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. Interested firms must submit a written capability statement to the above named point of contact providing clear and convincing evidence of the firms' capability to provide the required services. Written capability statements must be submitted within fifteen (15) calendar days from the date of publication of this synopsis. Responses received after fifteen (15) calendar days or without the required documentation will be considered non-responsive and will not be considered. Such documentation will be utilized solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. The Government will not pay for any documentation provided in response to this synopsis and documentation received will not be returned to the sender. A determination by the Government not to compete this requirement on a full and open competitive basis, based upon responses received to the synopsis, is solely within the discretion of the Government.


The applicable North American Industry Classification System (NAICS) code for this requirement is 721110 and the small business size standard is $35.5M. This procurement will be conducted in accordance with FAR Part 13.5 Simplified Procedures for Certain Commercial Items. Telephone calls made in place of the required documentation will not be accepted. A firm-fixed priced contract is anticipated.


NOTE: All contractors must be registered in the System for Award Management (SAM), located at www.sam.gov, in order to receive an award from a DOT Agency.


ATTENTION: Small and Disadvantaged (SDB), Women-Owned, and Disadvantaged Business Enterprises (DBEs). The Department of Transportation's (DOT) Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation-related contracts. The Maximum line of credit is $750,000. The STLP loan has a variable rate, which is connected to the prime rate.
