About this opportunity
This solicitation seeks proposals for a high frequency, wide-band, multiple channel channel emulation system. The Naval Research Laboratory intends to negotiate a firm fixed price contract for a system capable of applying calculated channel degradation models in real time to complex RF signals. The system must meet the technical requirements specified in Attachment 1 and be provided by a single manufacturer. Proposals will be evaluated based on meeting the minimum requirements in Attachments 1 and 2, and award will be made to the lowest quote technically acceptable. Proposals are due by September 30, 2020.
This is a total small business set-aside designated under NAICS code 334515 with a size standard of 750 employees. The solicitation involves procurement of a channel emulation system from Spirent Communications with an anticipated award value of $150,000 to be completed within 30 days of award. The place of performance is Washington, D.C. The solicitation also includes the PSC code 6625 and justifies a sole source award to Spirent Communications due to it being the only vendor that can meet the technical requirements for frequency and channel coverage, bandwidth, and channel modeling capabilities.
