The USDA - Forest Service WO-AQM Job Corps Support Branch has identified the need for a Certified Nurse Assistant Training Program Instructor at the Blackwell Job Corps Center, located in Laona, Wisconsin. This program is a national residential training and employment program administered by the Department of Labor to address the multiple barriers to employment faced by disadvantaged youth throughout the United States.


This requirement will be issued as an Invitation for Bid (IFB), under FAR Part 14. The IFB will result in a single firm fixed-price award from the lowest responsive and responsible bidder.


The North American Industry Classification System (NAICS) is 611519. The size standard is $15.0.


All vendors are encouraged to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
The specifications WILL NOT be provided in a paper hard copy format or CD ROM, and will only be posted on the Federal Business Opportunities (FBO) website. The address for downloading this solicitation from the Internet is https://www.fbo.gov. Registration and downloading from the Internet is free of charge; however, some specifications may take a considerable amount of time to download. All prospective offerors are required to register on the Federal Business Opportunities (FEDBIZOPPS) website for this procurement. An official plan holders list will be maintained on and can be printed from the website. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. Notification of any changes to this solicitation (amendments) shall be made only on the internet through FBO. Added: Aug 02, 2017 3:34 pm The USDA - Forest Service WO-AQM Job Corps Support Branch has identified the need for a Certified Nurse Assistant Program. The Contractor shall provide services for a State of Wisconsin approved Nurses Assistant Program at the Blackwell Job Corps Center, including setup of the vocation program, training and career placement of Center students participating in the program. The Contractor will implement the DOL-approved CNA Training Program to provide an individual rate of progression through demonstrated proficiency of each trainee by means of approved DOL TARs. The Nurses Assistant course must be State approved and at a minimum, provide 120 hours of instruction, with a minimum of 32 hours set aside for direct clinical practice in a long-term facility, caring for elderly clients. The Contractor will provide the necessary instruction for students to attain their State Licensure available under the CNA Training Program; will assist the Center's Worked Based Learning Coordinator with establishing and maintaining opportunities for WBL training; will administer certification exams, and will assist with job placement of students.

All work performed by the Contractor will meet the minimum requirements of the PRH, Appendix 501 (a)(c)(d), which discusses the Center Report Card and Center Quality Assessment, Career Transition Services (CTS) Report Card, and Vocational Reporting and Improvement System and Vocational Training Report Card (VTRC-1-). The Contractor will provide all necessary information in the form of records and reports to the Center for the creation of reports. In addition, the Contractor will review final reports from DOL, Job Corps, and the Center and revise services as needed to meet the requirements of all rules and regulations applicable to the Certified Nurse Assistant (CNA) Training Program.


The Contractor shall furnish all the necessary supervision, management, personnel, material, equipment, services and facilities.


This requirement will be issued as a Request for Quote (RFQ), under FAR Part 13. The RFQ will result in a single firm fixed-price award from the lowest responsive and responsible bidder.

This requirement is set aside to Small Businesses as authorized by FAR 19.502-2 (b). In accordance with FSAR 4G13.106-2 additional preference may be given to potential vendors or suppliers if they are 8(a) or other small disadvantaged businesses, even if the resulting pricing may be higher than the lowest quote received.
