About this opportunity

This pre-solicitation notice seeks sources for the manufacturing and delivery of AN/AVS-7 (10) B Heads Up Display (HUD) system assemblies and subassemblies, including an Improved Signal Data Converter (NSN 5895-01-577-5425), Day Flat Panel (NSN 5895-01-589-3636), and Night Flat Panel (NSN 5895-01-589-3638). The Defense Logistics Agency Land and Maritime on behalf of Enterprise Soldier Aviation intends to acquire these goods to support weapon systems. Respondents must demonstrate the capability to manufacture or supply these HUD assemblies and subassemblies and meet other requirements. Responses are due by February 28, 2019.

There is no set-aside designated. The NAICS code is 336413 and responses should include a contractor questionnaire providing details of past performance, staff qualifications, production capacity, experience managing obsolescence issues, and ability to meet delivery requirements. The notice estimates a 10-year total requirement for 437 Improved Signal Data Converters, 216 Day Flat Panels, and 1305 Night Flat Panels to support the AN/AVS-7(10) B HUD system.

The Defense Logistics Agency-Aberdeen, on behalf of the Enterprise Soldier Aviation (ESA), intends to acquire these Part NSNs: 5895-01-577-5425 (ISDC, with Part number: MB503A-00); 5895-01-589-3638 (Night Flat Panel); 5895-01-589-3636 (Day Flat panel) to support the weapon systems. This is a Sources Sought/Request for Information for the potential requirement described below.

Requirements Description:


This is a market survey to locate potential sources of supply for manufacturing of AN/AVS-7 (10) B with NSN: 5895-01-577-5425, HUD assemblies and subassemblies (flat panel, NSN: 5895-01-589-3636 and NSN: 5895-01-589-3638). The HUD facilitates helicopter pilots to use the Aviator's Night Vision Imaging System (ANVIS) goggles during flight operations. The HUD supplies critical operational information to the pilot superimposed over the ANVIS image. The HUD diminishes the requirement for the pilot and co-pilot to look at the flight instruments, thus allowing them to concentrate on scanning outside of the cockpit.


The Government does not possess the technical data package (TDP), detailed drawings and performance specifications for these items. This is not a developmental effort. Current designs have been approved by Product Manager - Air Warrior (PM- Air Warrior). Alternate designs must be approved by PM-Air Warrior.

The Government requires an estimated quantity for a 10 year IDIQ as followed:

Military Night and Day Aviator's Night Vision Imaging System (ANVIS) are considered defense unique technology due to the high quality and performance requirements and are covered by International Traffic in Arms Regulations (ITAR) and export control regulations.


Requested Response Information:


Sources that can manufacture and deliver the AN/AVS-7(10) B with NSN: 5895-01-577-5425, HUD assemblies and subassemblies (flat panels, NSN: 5895-01-589-3636 and NSN: 5895-01-589-3638) are requested to submit information to show their capability to manufacture or supply the AN/AVS-7(10) B HUD Assemblies and Subassemblies System. At a minimum, information submitted should include but is not limited to the following types of documentation: Questionnaire information on previous Government and commercial contracts, and data rights.

The Government does not intend to award a contract on the basis of this SSA or reimburse any costs associated with the preparation of responses to this SSA. This Sources sought announcement (SSA) is for planning and market research purposes only, and shall not be construed as a commitment by the Government. The information gathered from this announcement will be used to determine if responsible sources exist, and to assist in determining if this effort can be competitive and/or set aside for Small Business. Furthermore, the Government will use the information, in part, to determine the best acquisition strategy for a potential procurement action and/or to assist in making acquisition strategy decisions in the future.
