About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, is issuing a solicitation for a cryogen-free, dilution refrigerator system. This procurement supports NIST's Atom Scale Device Group and Nanoscale Device Characterization Division in developing hybrid quantum systems. The key requirements include cooling and measuring silicon quantum dot test devices at extremely low temperatures (~10 mK) to maintain quantum information integrity. The evaluation will focus on technical capability, past performance, experience, and price, with technical capability being the most important factor. Quotations are due by 11:00 AM ET on July 2, 2024.

This is a total small business set-aside solicitation under NAICS code 333415 - Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing, with a 1,250 employee size standard. The government intends to award a single firm-fixed-price purchase order using simplified acquisition procedures, but the specific award value or budget range is not provided. The place of performance is Gaithersburg, MD.

Update #2 · Latest ·

Amendment 0001: The purpose of this amendment is to extend the response date to July 11, 2024 and to answer the following submitted question:

Question #1: In Section 2k of the Statement of work, it states that “Blanks for unused holes on the cold stages shall be included” . Can you state what holes these are?

NIST Response: In some cases, a vendor may have many holes (slots, millouts, etc.) in a cold stages as a standard feature to enable providing a wide variety of different modular  configurations (i.e., measurement configurations) depending on the particular customer. In that case, if some holes are not populated for the configuration required in this solicitation, then the vendor shall provide blanks (heat shields) to cover the unused holes and prevent thermal radiation transfer between stages.
