The Regional Contracting Office, National Capital Region, Marine Corps Base Quantico, VA currently has a requirement for the MCBQ Natural Resources and Environmental Affairs branch for their Hazaradous Materials Management Program. The Hazaradous Materials Management Program contract shall be solicited using total Small Business set-aside procedures. This contemplated contract will be a Single Award Firm Fixed-Price (FFP) contract. The projected period of performance will be a twelve (12) month base period, and four (4) twelve (12) month option periods. Each period is subject to the FAR 52.217-8 clause for 6 months performance The estimated value of the IDIQ is $931,803.20. The NAICS code associated with this requirement is 541519 Other Computer Related Services. To qualify as a small business concern under this NAICS code, a company must have average annual receipts of $27.5 million or less.
This action will be solicited utilizing contracting by simplified acquisition procedures (FAR Part 13). All terms, conditions, evaluation procedures, and instructions to offerors will be specified in an upcoming Request for Quotes (RFQ) that will be posted on this website (www.fbo.gov) on or about 17 November 2016. The proposed solicitation number for this action is M00264-17-R-0011. All responsible (Small Business) sources may submit a proposal to be considered for this requirement. All interested parties must be registered in the System Award Management (www.sam.gov). It is the responsibility of the interested parties to independently review the referenced web link (www.fbo.gov) frequently for updates to any and all documents. Potential offerors will be responsible for downloading their copy of the RFQ and amendments, if any.
SCOPE OF WORK:
In support of Department of Defense (DoD) initiatives to improve the control of hazardous materials (HM), the Contractor will provide information technology (IT) and scientific support to the HM Management Program at Marine Corps Base Quantico (MCBQ). This support includes three major tasks, which are: (1) transitioning the HM data currently stored in the Hazardous Substance Management System (HSMS) to the Hazardous Materials Management System (HMMS), (2) maintaining current data in the HMMS database, and (3) inspecting work centers to ensure that HM storage and usage are in compliance and conformance with applicable regulations and orders. MCBQ has 340 work centers with HM that will require performance of these tasks.
