This is a combined synopsis/solicitation for commercial construction services prepared in accordance with Federal Acquisition Regulation (FAR) 12.6 "Streamlined Procedures for Evaluation and Solicitation for Commercial Items" and FAR 15 "Contracting By Negotiation," as supplemented with additional information included in this notice. This announcement constitutes the only solicitation with proposals being requested.
This solicitation is a request for proposal (RFP). The RFP provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 effective November 6, 2017.
This requirement is for Handyman Services in Region IX per the attached RFP. A single-award Time and Materials IDIQ contract with allowance for Firm Fixed Price Task Orders. This is a TOTAL SMALL BUSINESS SET-ASIDE under NAICS 236220 with a small business size standard of $36.5 million.
Offerors are encouraged to review the RFP including all clauses and attachments for response submission requirements. Attachment 3 to the RFP contains detailed instructions on what to include in the Technical and Cost/Price Volumes.
Questions - Prior to submission of quotes, vendors are expected reach a reasonable understanding of the requirements of the RFQ. If such a review establishes the need for correction or clarification of the RFQ, such information should be brought to the attention of the contracting officer immediately to be corrected. All questions regarding this RFQ must be submitted electronically to the contracting officer at: andrea.brunsman@fema.dhs.gov . All questions are due (via email ONLY) no later than Tuesday, February 27, 2018 at 12:00 PM (noon) Pacific.
Submission - FEMA will only accept responses submitted via email. Technical and Price volumes shall be submitted in two separate attachments. There shall be no pricing information contained within the Technical volume. Submissions shall be emailed to andrea.brunsman@fema.dhs.gov . Submissions are due NO LATER THAN Friday, March 2, 2018 at 12:00 PM (noon) Pacific.
This RFP includes requirements for Affirmative Procurement of Biobased Products and EPA-Designated Products.
