Reference contract #W91RUS-16-C-0026 that was awarded on 8 JULY 2016:
Subject contract was awarded on 8 JULY 2016 and subsequently protested. A stop work order was put in place via modification to the subject contract. Several supplemental protests followed the original protest. ACC/APG Huachuca Division has taken corrective action on this solicitation. Based on the Contracting Officer's analysis of the information subsequently provided by the potential awardees, the original awardee did not change. Therefore, ACC/APG Huachuca Division is hereby making this award decision, and releasing modification P00004 to the subject contract to re-instate work under the original award.

The purpose of this FedBizOpps amendment is to provide clarification on answers provided via Solicitation W91RUS-16-R-0002 AMD 0008.
Please note - the suspense for questions on the Solicitation has NOT been extended and remains at 20 January 2016; the suspense for proposals has NOT been extended and remains at 27 May 2016.
The clarifications to the answers provided in AMD 0008 of W91RUS-16-R-0002 are as follows:
- The 400TB storage requirement is usable capacity (not raw);
- The intent is for industry to provide the solution for cloud. The Government will be responsible for operating, maintaining and providing the cloud/self-service portal capabilities to internal Army customers.

Synopsis - Global Enterprise Fabric - concept requirement of Cloud Computing and the evolution of LandWarNet (LWN) enterprise.
The Global Enterprise Fabric is the Network Enterprise Technology Command (NETCOM) description for a cloud enterprise hosting environment that is envisioned to provide the US Army a complete suite of computing enterprise services under three broad areas: Infrastructure as a Service, Network Services, and Computer Network Defense. NETCOM will implement these requirements to meet the Department of Defense goals of a secure network and a responsive enterprise as envisioned by the Joint Information Environment (JIE).
The scope of the requirements applies to Non-secure Internet Protocol Router Network (NIPRNet), Secret Internet Protocol Router Network (SIPRNet) and Global Mission Network (GMN) environments for all US army units and organizations, including Army National Guard and Army Reserves. The GMN is a separate network that the Army built to extend strategic SIPRNET to the tactical formations. The intent is to merge the GMN infrastructure into the GEF using the same technical concepts of cloud, virtualization and hosted services.
This requirement is anticipated to be solicited as unrestricted in order to obtain a vendor who can support this requirement.
