The Department of Veterans Affairs, NCO 16 Network Contracting Activity, intends to award a sole source, firm fixed price contract with Clinical Micro Sensors, Inc. d/b/a GenMark Diagnostics, Inc., 5964 LA Place Court, Carlsbad, CA 92008-8829 for GenMark eSensor HCVg and RVP test kits. This requirement is for the Department of Veterans Affairs, Oklahoma City VA Medical Center, 921 N.E. 13th, Oklahoma City, OK 73104. NAICS 334516 applies. The proposed contract is for GenMark eSensor HCVg and RVP test kits which the Government intends to solicit and negotiate with only one source under the Authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. These items must be compatible with equipment currently in use at the Department of Veterans Affairs, Oklahoma City VA Medical Center, 921 N.E. 13th, Oklahoma City, OK 73104 and only Clinical Micro Sensors, Inc. d/b/a GenMark Diagnostics, Inc. can fulfill this requirement.
This notice of intent is not a request for competitive quotes. It is not a solicitation or request for offers. No solicitation package is available. However, any qualified vendor that determines it can meet the government's requirements may give written notification through e-mail to the Contracting Officer, rosemary.briggs@va.gov no later than September 24, 2015, 10 a.m. local time. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. The determination to conduct a competitive procurement based on responses to this notice is solely within the discretion of the Contracting Officer. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
