NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT - to procure power distribution units (PDUs), interconnect cables, switching assemblies, and instruments for the Virtual Instrument Portable Electronic Repair/Tester (VIPER/T) also known as General Purpose Automatic Test System (GPATS).
Marine Corps Systems Command (MCSC) intends to enter into sole source negotiations and subsequently award a firm-fixed-price contract to Astronics Corporation, 6830 NW 16th TER, Fort Lauderdale, FL, under the authority of FAR PART 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,
The proposed contract action is to procure PDUs, interconnect cables, switching assemblies, and instruments for the VIPER/T. The period of performance for the effort is estimated to be twelve (12) months from date of contract award.
This procurement is for highly specialized subsystems, instruments and parts needed to sustain the Marine Corps existing VIPER/T capability. Astronics is the original equipment manufacturer (OEM) of the VIPER/T which was originally procured in 2004 to fulfil the Third Echelon Test Set (TETS) Authorized Acquisition Objective (AAO). Astronics is also the OEM for the VIPER/T switch assembly. Any source other than Astronics would have to develop, test, and integrate the PDUs, instruments and other associated interconnecting parts ensuring compatibility with the currently fielded systems and meet performance specifications, which would result in substantial duplication of costs which are not expected to be recovered through competition.
This notice of intent is not a request for competitive proposals; no solicitation is forthcoming. The determination not to compete this contract modification action is solely within the discretion of the Government.
