Paragraph 1:

The Department of the Air Force Air Combat Command is seeking to procure 5 MultiRAE wing-tank entry kits, 7 LEL sensors, 7 MultiRAE O2 sensors, and 7 PID sensors under Solicitation #FA487724QA-245. This is a firm-fixed price purchase order with the intent to award to the offeror whose quote meets the lowest price and technical acceptability criteria. All questions must be submitted by April 19, 2024 at 10:00 AM MST, and all quotes must be submitted by April 26, 2024 at 10:00 AM MST. The primary and alternate points of contact are Elisa Montoya and Erick Millan, respectively.

Paragraph 2:

This procurement is being issued as a Total Small Business set-aside with a North American Industry Classification System (NAICS) Code of 334519 and a size standard of 600 employees. The government reserves the right to make multiple or no award in the event it is advantageous to do so. The place of performance is DM AFB, AZ 85707, USA.

FY24 355 CMS MultiRAE Photo-Ionization Detectors and Sensors

i. Solicitation #FA4877‐24‐Q‐A-245 is issued as a Request for Quotation (RFQ).

ii. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2024-03 in effect 23 February 2024; DFARS provisions and clauses in effect 26 March 2024; and DAFFARS provisions and clauses in effect 7 July 2023.

iii. This procurement is being issued as a Total Small Business set-aside. The North American Industry Classification System Code is 334519 with a size standard of 600 Employees.

iv. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so.

v. Davis‐Monthan Air Force Base intends to issue a firm‐fixed price purchase order for the following:

  1. CLIN 001:      5 EA - PART NUMBER GVMBB3-A1C1E00-WT1, KIT, WING-TANK ENTRY,   MULTIRAE, PGM-6228, TAA 
  2. CLIN 0002:    7 EA - PART NUMBER C03-0911-000 LEL SENSOR
  3. CLIN 0003:    7 EA - PART NUMBER C03-0942-000 MULTIRAE O2 SENSOR
  4. CLIN 0004:    7 EA - PART NUMBER GVC03-0912-002, PID SENSOR (0.1 PPM RES;10.6 eV LAMP) 6665016091403

vi. The government will issue a purchase order to the offeror whose quote meets lowest price and technical acceptability. Technical acceptability is defined and referred to within this solicitation document as the offeror’s capability statement to meet defined products requested.

vii. Important Dates/Times

  1. All questions must be submitted via email no later than 19 Aril 2024, 10:00 AM (MST / AZ Local Time)
  2. All quotes must be submitted via email no later than 26 April 2024, 10:00 AM (MST / AZ Local Time).

viii. It is the responsibility of the offeror to review the posting for any changes or amendments that may occur concerning this RFQ. It is the responsibility of the offeror to ensure all quotes and/or questions are submitted no later than the specified dates/times.

5352.201-9101 Ombudsman

OMBUDSMAN (JUL 2023)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(d) The ombudsman has no authority to render a decision that binds the agency.

(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
