About this opportunity

This procurement is for scheduled certificated U.S. airlines to provide passenger transportation services for over 14,070 domestic and international airport or city pairs under requirement-type contracts for one year beginning October 1, 2021, plus option periods. The General Services Administration Federal Acquisition Service seeks to procure these services for use by all Federal agencies and authorized users. Prior to award, carriers must be approved by the Department of Defense and have appropriate certification. Carriers must also participate in the Civil Reserve Air Fleet program or receive a letter of technical ineligibility. A pre-solicitation conference will be held on January 21, 2021, and a draft solicitation issued on January 15, 2021 with the final solicitation on February 18, 2021. Group proposals are due on March 19, April 14 and April 23, 2021.

This procurement has no set-aside designation and the NAICS code is 481111 for scheduled air transportation with a size standard of 1,500 employees. While not set aside for small businesses, all qualified small businesses are encouraged to submit proposals. Current contractors provide similar passenger transportation services government-wide. The significant quantity of airport city pairs and usage across federal agencies suggests sizable award values may be possible.
