About this opportunity
This procurement is for scheduled passenger air transportation services for over 13,200 domestic and international city pairs to be provided by certificated U.S. airlines Government-wide. The General Services Administration Federal Acquisition Service is seeking carriers to provide these services through requirement-type contracts for one year beginning October 1, 2020 plus option periods. Carriers must be approved by the Department of Defense and have the appropriate FAA certification to participate in the Civil Reserve Air Fleet program or receive a Letter of CRAF Technical Ineligibility from the United States Transportation Command. A pre-solicitation conference will be held on January 23, 2020 and a draft solicitation issued on January 15, 2020 with the final solicitation on February 17, 2020 and proposals due between March 18 and April 24, 2020.
This procurement is not set aside for small businesses. The NAICS code is 481111 for scheduled air transportation with a small business size standard of 1,500 employees or less. No incumbent contractors or potential awardees are named but all qualified sources, including small businesses, are encouraged to submit proposals for these Government-wide passenger air transportation services valued at an estimated $4 billion annually.

This procurement is for scheduled certificated U.S. airlines to provide passenger transportation services, Government-wide, for over 13,200 domestic/ international airport or city pairs. The requirement-type contracts will be for one year beginning October 1, 2020, plus one 2-month option period and one 1-month option period. The contracts are for the movement of passengers and are used by almost all Federal Agencies and various other authorized users. Travel agent services will not be solicited under this solicitation. Prior to award, air carriers must be approved by the Department of Defense (DOD), as well as have appropriate Federal Aviation Administration (FAA) certification. Carriers who are otherwise eligible must also participate in the Civil Reserve Air Fleet (CRAF) program or receive a Letter of CRAF Technical Ineligibility from the United States Transportation Command (USTRANSCOM). A Pre-solicitation Conference will be held on or about January 23, 2020. A draft solicitation will be issued on or about January 15, 2020. The final solicitation will be issued on or about February 17, 2020. Group 1 proposals are due on or about March 18, 2020, Group 2 proposals on or about April 15, 2020 and Group 3 proposals on or about April 24, 2020. Dates may vary and official dates for offer submission will be issued with the Final Solicitation. The DRAFT AND FINAL SOLICITATIONS WILL BE AVAILABLE ONLY ON THE INTERNET AT beta.SAM.GOV. This procurement is not set aside for small business concerns; however, all qualified small business concerns are encouraged to submit offers. The NAICS code for this procurement is 481111 and the size standard to be considered a small business is 1,500 employees or less.
