Market Research FedBizOpps Synopsis
Joint Base Charleston (JBC) Dredging

PURPOSE OF THIS ANNOUNCEMENT:
THIS IS NOT A SOLICITATION NOTICE. No proposals are being requested or accepted with this Sources Sought (Market survey). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. If the Government does issue a solicitation as a result of this market research, it will be assigned a Procurement Identification Number as W912HP-17-B-0001. The purpose of this Sources Sought is to determine interest and capability of potential qualified Small Business (SB), Certified 8(a) Small Business, HUBZone Small Business, Women-Owned Small Business (WOSB) and Service Disabled Veteran Owned Small Business (SDVOSB) relative to the North American Industry Classification (NAICS) code 237990, Other Heavy and Civil Engineering Construction, in the State of South Carolina. The Small Business size standard for this NAICS code is $36.5 million.

The U.S. Army Corps of Engineers (USACE), South Atlantic Division, Charleston District intends to issue a solicitation for Joint Base Charleston (JBC) Maintenance dredging. Magnitude of work is between $1M and $5M.

USACE Charleston District is therefore conducting market research to determine the availability of qualified contractors to compete under a potential solicitation resulting from this announcement. Responses to this synopsis will be used as a market research tool in order to determine acquisition strategy and how the upcoming solicitation will be advertised.

SUMMARY OF REQUIREMENTS:
The Charleston District, U.S. Army Corps of Engineers (USACE) requires the support of maintenance dredging approximately 1,568,000 cubic yards of unclassified material from the Joint Base Charleston (JBC) Channel (Shoals 1, 2, 2A, 3A, 4, 4A, 5, 6) and TC Dock located in Charleston and Berkley counties, SC. The material shall be deposited in the Joint Base Charleston Placement Area. The work includes complying with the requirements of the applicable USACE Regulatory issued permits, the Endangered Species Act and the Marine Mammals Protection Act. The Contractor shall be capable of providing Performance and Payment Bonds within ten (10) calendar days after award. The contractor shall begin work within five (5) calendar days after acknowledgement of the Notice to Proceed.

1. Joint Base Charleston Channel (Shoals 1, 2, 2A, 3A, 4, 4A, 5)

(a) Prosecution of Work
The Contractor will be required to commence dredging work under this contract when directed by the Contracting Officer and to prosecute the dredging work at an average rate of 300,000 cubic yards per month and to complete it within the number of days after the limiting date fixed for commencement; provided that the quantity of material actually removed in any one month shall in no case be less than 250,000 cubic yards.

(b) Continuously Working
The Contractor shall maintain adequate plant on site to have an average production rate of 300,000 cubic yards per month and shall work continuously for every consecutive calendar month until the project is completed. The number of days allowed for completion after the limiting date fixed for commencement shall be determined by applying the average monthly rate above stipulated to the total quantity of material actually removed and to be paid for under the contract; provided, further that no waiver by the Contracting Officer of any failure of the Contractor to make in any month or series of months the rate of progress required by this paragraph shall be construed as relieving the Contractor from the obligation to make up the deficiency in future months and to complete the entire work within the time allowed by the contract. The time thus determined for completion shall include final clean-up of the premises.

If the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $1,648 for each calendar day of delay until the work is completed or accepted.
