This announcement constitutes the only solicitation; proposals are being requested. This is a Request for Quote and the solicitation number is VA101-16-Q-0203. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This solicitation (see attached file) is targeting only Service Disabled Veterans Owned Small Business (SDVOSB).

The Department of Veterans Affairs, Veterans Health Administration (VHA) together with the Office of Asset Enterprise Management (OAEM) has a need for contractor to provide all resources necessary to produce the deliverables described in the attached Performance Work Statement (PWS). The contractor shall be responsible for the following items:

Assisting VA in the preparation of the Non-IT Business Case Applications in support of the FY 2018 President's Budget. Strategic Capital Investment Planning (SCIP) business cases were scored using the SCIP Decision Criteria Model and a prioritized list of projects was developed through the VA governance process for inclusion in the FY 2018 Budget Submission. As part of this submission to OMB, a Non-IT Business Case Application will be prepared for all Major Construction and Major Lease projects.

In addition to the Business Case preparation work, the scope includes analyses of:

1. Healthcare markets associated with a sub-set of submitted business cases to assess the capacity, cost, and quality of healthcare services commercially available.

2. The availability of other non-capital solutions as alternatives to proposed projects, e.g. extended hours

The work also includes an analysis of action plans involving lease capital initiatives feeding into the next SCIP cycle to solidify requirements prior to the business case submissions and SEPS plan development.

VA intends to acquire the services necessary to satisfy this requirement through limited competitive means - SDVOSB firm must complete 51 percent of the work. The complete solicitation document file is attached.
