About this opportunity
The Defense Logistics Agency Aviation is seeking to procure fuel cells for KC-135 aircraft through a three-year Multiple Year Contract (MYC). The solicitation, identified as RFP: SPRTA1-25-R-0058, is for a firm-fixed-price contract to supply specific fuel cell components (NSN: 1560-01-530-1913, P/N: 10-2455-4) used in aircraft inflight refueling operations. The government is conducting a full and open requirement procurement, with the solicitation expected to be released on November 26, 2024, and responses due by January 10, 2025. Potential contractors will be evaluated based on their ability to meet the precise technical specifications, including the fuel cell's dimensional requirements of approximately 57" length x 127" width x 52" height and 65 lb weight. Interested parties have 15 days from the notice to identify their capability to satisfy the government's requirements, with an Ombudsman available to address contractor concerns during the proposal development phase.
Currently, only two qualified sources are identified for this contract: American Fuel Cell and Coated Fabrics Company (CAGE: 05476) and Meggitt (Rockmart) (CAGE: 56221), with American Fuel Cell being the incumbent from the last purchase in February 2022. The contract calls for a total maximum quantity of 243 fuel cells, with a phased delivery schedule of 87 units in the first year, 37 units in the second year, and 36 units in the third year. The first delivery is required on or before October 1, 2025, with an anticipated contract award date of March 31, 2025. The procurement is authorized under 10 U.S.C. 2304(C)(1), with a justification that the supplies are available from only a limited number of responsible sources. The government does not own the technical data rights and cannot obtain additional sources, which may limit competitive bidding. The contract is categorized under NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing.
