About this opportunity

The Defense Logistics Agency Aviation is seeking to procure fuel cells (NSN: 1560-01-529-7632) for KC-135 aircraft in-flight refueling systems through a competitive Multiple Year Contract (MYC). The three-year firm-fixed-price contract will involve the procurement of specialized fuel cells used specifically for the KC-135 aircraft's #4 CW system. Potential contractors must demonstrate capability to manufacture fuel cells with specific dimensional requirements: approximately 57 inches length, 127 inches width, 52 inches height, and weighing 65 pounds. Currently, only two sources are known to meet the government's requirements: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart). The solicitation (SPRTA1-25-R-0043) is scheduled for release on November 26, 2024, with responses due by January 10, 2025, and an anticipated award date of March 31, 2025.

The contract is not set aside for any specific business category and represents a full and open competitive requirement. The estimated contract quantities include 27 units in the first year, 27 units in the second year, and 26 units in the third year, with a maximum contract quantity of 120 units. The previous contract, awarded on August 3, 2019, to American Fuel Cell and Coated Fabrics Company, involved the procurement of 23 units. Delivery of the fuel cells is required on or before October 1, 2025. The procurement is being conducted under authority 10 U.S.C. 2304(C)(1), which allows for limited source selection when supplies are available from only one or a limited number of responsible sources. An Ombudsman has been appointed to address potential contractor concerns during the proposal development phase, and can be contacted at (405) 855-3552.
