About this opportunity
The Defense Logistics Agency Aviation is seeking to procure KC-135 Upper Deck fuel cells through a three-year Multi-Year Contract (MYC). The pre-solicitation notice outlines a firm-fixed-price contract for acquiring specialized fuel cells used in inflight refueling operations, with a National Stock Number of 1560-01-529-7630. Currently, only two qualified sources are identified: American Fuel Cell and Coated Fabrics Company and Meggitt (Rockmart), operating under a justification of limited sources per 10 U.S.C. 2304(C)(1). The solicitation (SPRTA1-25-R-0041) is expected to be issued on November 26, 2024, with proposal responses due by January 10, 2025. An Ombudsman is available to address contractor concerns, and interested parties can communicate their capabilities to satisfy the requirement within 15 days of the notice's publication.
The contract has no specific set-aside designation and is considered a full and open requirement. The government plans to procure a maximum of 180 fuel cells, with an estimated 40 units to be delivered each year over three years. The fuel cells are substantial in size, measuring approximately 57 inches in length, 127 inches in width, and 52 inches in height, with a weight of 65 pounds. Delivery is mandated on or before October 1, 2025, with an anticipated contract award date of March 31, 2025. The most recent procurement was made on September 28, 2023, to American Fuel Cell and Coated Fabrics Company for a single unit. While the government cannot independently develop or purchase the technical data rights, they are seeking proposals from potential suppliers who can meet the precise specifications for these specialized aircraft components.
